Cultural policy in Europe still largely belongs to Member States. As the European Union does not hold specific skills regarding cultural questions, harmonization and consistency of cultural policies are therefore imperfect, particularly in tax matters. This is a damaging phenomenon to cultural industries preventing the EU to fully play its role as defender of Europe’s cultural diversity in the world.
